1. To get started
  1. Read and understand from our website: www.rom.gov.sg the requirements for filing a notice for Civil Marriage in Singapore. For marriages outside ROM, invite a Deputy Registrar/Licensed Solemniser and obtain his/her signed consent.
  1. Prepare the following ready for eFiling

Identity Cards and/or Passports of Groom, Bride and 2 Witnesses (click here to know who can be your witnesses)

Solemnisation date and time. For solemnisation at ROM shops or outside ROM, you are required to enter the Solemniser's Name and License No. For the wedding venue, enter either the name of the business, building or minimally the street name. Entries such as 'Home', 'Singapore', 'Hotel' will not be accepted.
 
  1. Go to: www.rom.gov.sg, 'File Notice of Marriage'.
    ROM accepts only online applications. Please file from home, office, cybercafe or anywhere convenient and save making a trip to ROM and queueing in line. If you choose to come to ROM, self-help kiosks which is the same as the Internet version are available from Mondays to Fridays only; the waiting time may be up to 2 hours and a fee may be payable.
2. Things to expect during eFiling
You will
  1. Book a date/time for solemnisation
    If your choice date/time is on a Saturday, Sunday, Public Holiday and during non-office hours, you may get married at ROM by contacting
    the registries' shops which provide solemnisation services 7 days a week from Mondays through Sundays. In this case, the wedding venue should be the name of the business. Alternatively, you may get married outside ROM at a venue of your choice (eg XX Hotel) or at a venue endorsed by the ROM.
  1. Enter details
    Please enter all details in exact manner as appeared on your documents. Eg. 'Chen Suying' should not be entered as 'Chen Su Ying'. A fee is payable for correcting entries submitted by you.
  1. Make payment by Credit Card
    If you do not have a Credit Card, you may arrange for a friend, colleague or family member who has a Credit Card to pay on your behalf.
  1. Print a copy of the Receipt and IMPORTANT INSTRUCTIONS
    It is very important that both of you follow up on what to do, what to bring, when to go to ROM (the date allotted to you will be a few working days before solemnisation) for verification of documents (VD) and Statutory Declaration (SD, which is the taking of oaths). You will also collect your marriage documents on the same day if the marriage venue is at the ROM shops or outside the ROM. Please note that our VD and SD services are strictly by appointment only. If a request for change of date is made, the new date may only be on a Monday-Friday at 8.30am.
 
3. After eFiling

Regardless of whether you are a citizen or foreigner, you may leave Singapore after you have filed a notice of marriage. However, both of you must be present on the two dates and time as scheduled at:

  1. ROM for verification of documents and Statutory Declaration (including collection of marriage documents if your marriage venue is outside ROM or at the ROM Shops); and
  2. The solemnisation venue

If you need to change the details of the groom/bride, please inform our officer in person when both of you are at the ROM for document verification and oaths taking.

4. On Day of Verification and Statutory Declaration
This has to be done before solemnisation and BOTH parties must be present together. ROM may issue a marriage license for solemnisation to proceed only if VD/SD are done and in order.
